Are Women's Cowboy Boots Sized Differently?

They're for an outfit for an upcoming concert I'm going to. I'm just wondering and do people where socks with them? Lol, obviously I don't know much. I've never owned "Cowboy" boots before. Just fashion boots. But I've always adored cowboy boots. I wear an 8 or 8 and 1/2 in regular shoes. Would it be the same in Cowboy boots? Just making sure. Don't want to spend all the money then end up with the wrong size. And I'm just wondering because horseback riding boots, regular shoes, and some other shoes are sized kinda different sometimes. Dumb question, I know. But thanks.
